The "except" is that the present DC character set-up is so unbalanced (if aim is to make DCU representative of broad sweep of humanity) that trying to balance it up via new characters alone is doomed to failure. Just far too few achieving new characters.

My personal preference is to use whichever characters create the finest story. "Luke Cage" would have lost a lot of its power if it had to include more whites to create a "broad sweep of humanity" and "Shawshank Redemption" having no significant female roles makes sense given the story being told. If there&#;s a compelling story to be told that takes place entirely within SoHo&#;s LGBT community then that story shouldn&#;t be forced to include non-LGBT characters (or non-SoHo residents) just to exhibit a "broad sweep of humanity."
